Mirrors widgets.manifest.json deliberately: a report declares what it IS - which module's data it shows and which permission opens it - and the agency layer stores only DEVIATIONS from the default, never a full list. Enumerating every report per agency is what made adding a widget require writing to every agency document before phase 7; reports start the way widgets ended up. `id` matches the href the Reporting screen routes to, so a card and its catalogue row cannot drift apart. `module` is the module whose DATA the report shows - not `reporting` - because permissionsOf() intersects a permission with its own module, so a report for a module the agency never bought is stripped server-side.",
